If you only have WiFi and no cell service at all Facetime and iMessage work via your Apple Id. This is also the reason why you can't text anybody using your Android phone and why people texting your phone number on your Android phone can't send you texts. Regular text messages go via the cell network and not via data. iMessages and Facetime calls as well as calls or messages on Whats App, Facebook Messenger, Skype etc. go via data therefore these services work with WiFi connections only.
