Hi Mark, That feedback when the iPhone is plugged in doesn't really occur when the Apple logo appears, it vibrates just before Voiceover starts speaking so it's really of little value.

The current answer to your question is that a totally blind person cannot tell when the Apple logo appears. The exact same is true for Apple Watch, also. The funny thing is, if you power on iPHone while it is attached to an A/C outlet, there is haptic feedback as the device powers on.
