I have a 6S Plus and also have no issues with this, just opened alarms and double tapped on a 6:30 AM alarm which was off and it immediately toggled to On and another double tap put it back to off.

I have set alarms to go off at a certain time throughout the week (Mon-Fri<x-apple-data-detectors://0>) When disabling a 5:00Am<x-apple-data-detectors://1>, 5:15AM<x-apple-data-detectors://2> or 5:30AM<x-apple-data-detectors://3> alarm from turning on, the alarm does not toggle off or on. I find myself closing the clock app from the app switcher and reopening it in order for it to work. It has gotten to the point that I have to command Siri to enable or disable such alarm that I have saved. In effort to remedy the problem, I have tried hard reset, and reset all settings with no success.
