Hi Wayne, You are correct, I never noticed that because when I tried it this morning Voiceover started reading when I pressed the home button to wake up the phone and then it worked. If nothing is reading it doesn't work, I guess you could probably submit this as a bug, I personally consider this such a small issue that it doesn't bother me.
