I've experienced it in messages and mail, and it seems to be in all
other apps as well including Safari.

I've noticed that when setting the rotor to scroll by line and swiping down, VO
reads the next line but with the first letter or two cut off.
If I then swipe up to go to the beginning of that line it will read the whole
