Unfortunately, I think this is the way it's suppose to work. In that you don't want the episode to download but ones you choose an episode to it's gets marked from stream to download to take advantage of the smart speed and voice boost features.
For me personally, I quite like the way this behaves. I completely understand what your saying though. Technically for myself, I wouldn't call that streaming. Also, don't forget once you finish the episode it gets auto deleted anyway and another thing.
