I am having the same problem on my SE. My notifications are set properly for
example for AP News and other choices. I removed and reinstalled the app and
the notifications were working. After the last update, notifications stopped
entirely. They are turned on in AP news and in notifications and in speaking
notifications.

stopped. and the only thing different I have done is to sign into
facebook, to log into Dice World.
I had a similar problem once before, on an iPhone 6. which was fixed
thanks to a member of this list. and having just looked at that E-mail,
all options suggested are on.
