Have you updated the IOS to version 11 on the SE? I think the newest ITunes
requires IOS 11 on the device.

It very likely is the cable.
Some cables are fine for charging but not for data transfer.
Is that the cable that came with your phone?
If it is, I would contact Apple Accessibility support.
If it is a third party cable, then you may need to get an Apple authorized
cable.
I do have an iPhone SE and the cable works fine.

cable isn't dammaged either. it is only about 6 months or lesser. my phone
is charged very well when I charge my phone on AC power, on my PC as well as
on my Power Bank. from the begining I think it is like that, I am not able
to get this USB cable be recognized by the PC, but my phone gets charged, I
don't no how. do you use iPhone SE? another thing, I have no friends who use
iPhone SE may be iPhone 5 cable I must ask if possible.

I would first ask a friend to bring their USB cable over for you to try
