Mike, probably because most developers either don't know ablind person using the iPhone, or because they don't or couldn't imagine how a blind person could use iOS. IN their case, they just don't know, nothing intentional. As for when the update for the fix may come, it's anyone's guess. However YouTube puts out updates almost weekly, and some of them have even mentioned VoiceOver I believe, so anyday now we'll have another one to install and it might be the one to fix the issue.
