Tom, I just figured out how to get directions from Apple Maps without starting the route. When you look up a destination, you get a distance with a street name, then a go button. Instead of double tapping on the go button, double tap on the distance. Then you get each step listed with a done button in the upper right.
YOU can also first pick Drive, Walk, or Ride before doing that. They used to have a button I thought for listing directions, but I usually use Google Maps until recently, I more often go back to Apple Maps.
