You ask an excellent question.  I have given it a lot of thought and, by my way 
of thinking, two-step verification is a very good thing, by and large.

However, I generally do not recommend it for older people, say those over 75, 
who only have 1 Apple device.  To my way of thinking, the two-step system works 
best when one can have a security code sent to a second trusted device.  

Of course, one can use two-step verification with only 1 Apple device; however, 
this requires a third-step, said step opting to have the security code sent via 
SMS to a trusted phone number.  This process, for many casual users, at any 
age, can be a bit daunting, to say the least.  

 In the past 12 months, I have received over 10 requests, from various 
acquaintances, wanting me to disable two-step verification.  All of these 
acquaintances own only 1 Apple product.

As for me?  I use the two-step verification system, along with Touch ID on all 
of my primary devices that contain any personal info and I suggest others do 
the same.

It is not necessary, nor will you be forced to enable two-step verification 
when upgrading to, / 
using iOS 11.3.

As for the steps to avoid it, when prompted, just select the "Not Now" button.

I have a 6 S Plus, running iOS 11.3, using an iCloud account that does not have 
two-step 
Verification, enabled.
