Sounds to me like someone at the apple development team thought it would be a good idea to buffer all that text. It sounds like a good idea, until you run up against both the CPU limitations and the memory limitations of your device. At that point, voiceover (which can be resource intensive) will bog down (or fail completely as has sometimes happened).
