You can download stuff from Apple Music. If you cancel a subscription, you will 
lose access to all of those downloads, because they have DRM. And that’s going 
to go away if you cancel an Apple Music subscription,  whether you have 
downloaded the songs or are streaming. The only things you get to keep are 
things you have purchased, or of course, anything you have ripped from your own 
collection that has been uploaded as part of an iTunes match subscription. I 
just went through my tech news, and I saw absolutely nothing about this.
