Change it to Tom and if it doesn’t stick turn Voiceover off and back on with a triple press of the home button and see if that helps.

The tom voice is selected but it won't change. We were able to do it the other day but it was a bit difficult to do. once you choose another voice, and then have Samantha has the voice does it some how get more difficult to change voices?
