OK, this is a bit tricky, and does not work exactly as it should, but it does work. Make sure your focus is in the text of the tip, in other words, touch the text on page one of five. Do a three finger flick left. The page will change, but you will not initially know it, but the text will be different, you will have changed to the next page. I did write to Apple accessibility about this, they told me the trick of how to change pages, and are aware of the problem. I do enjoy reading the tips, and now that I am aware of the way to scroll the page, it’s not perfect, but it does work. Thanks.
