i believe you will need to install iCloud on your pc.

I've recorded onto Just Press Record on my iPhone, and want to avoid at
all costs having to send to Dropbox or other clouds the recordings that
got stored onto ICloud. I tried working with the ICloud app, but I only
see when going into Windows Explorer (using Windows7 with NVDA2018.1)
something about pictures, when what I?m wanting to see and be able to use,
is the whole folder structure! kind of like Dropbox or Google Drive on the
computer.
I then tried going into ICloud.com but no use either! So what can I do in
this case? Thanks for info; this is being very frustrating!
