Go to settings, general, accessibility, voice over, and speaking rate is one of the first items. ,N easier way to do it in the future is to put speaking rate into the rotor. Then,you will be able to turn the rotor to speaking rate and change it. The rotor settings are also in the voice over section of accessibility.
