I get the same message. I think it has to do with iCloud which I have turned off. And yet it's on for mail and other sorts of things. I can go to the App Store and I'm logged in there so that's not the issue. It is annoying. I noticed that a few things like mail were switched on still in the iCloud setting and maybe all of those have to be turned off In order to make it stop doing this. It also seem to have coincided with its loading on yet another update which I have not installed.
