I think this is more of a carrier specific software issue. For example: my daughter has a Metro PCS branded phone and I'm on T-mobile. The HD voice works well when we talk. Last year she cracked her screen so I gave her one of my unlocked phones I had laying around and it didn't offer HD voice quality when we talked, yet the phone does support HD voice. So I believe that for HD voice to work you would need software from the carrier that you're attempting to use it on.
