Oh, that's a good question. I have other apps I am adding to that folder. I
just didn't do it before I took one out. It's been a morning!

If you create a folder by moving one app on top of another, and then remove
one of those apps from the folder, the folder will disappear and you will be
back to having two apps and no folder.
By definition, a folder has to contain more than one app.

Yes, there is room on the home screen and I tried it on a blank page as
well. I think you answered my question, though. I am not wanting to combine
two apps, only start a folder with a single app. I will try combining two
apps and then if it works, I will move the app I don't want into the folder
back to where it came from.

First, are you sure you have room on the home screen?
The only way I’ve done it is to drag an app onto another app and select
create a folder with app X in the list of options when flicking up or down
with one finger.
If you move an app that is already on the home screen to make a folder with
another app on the home screen, then it should work.

For some reason I cannot create a new folder on the home screen with either
my mini IPad or my SE phone when in edit mode.
At one point, the option popped up and disappeared as fast as it appeared.
I have IOS 11.4 on both the phone and mini IPad. How can I create a new
