OK. I think I misunderstood where you are. Where I’m seeing this button that is 
labeled “see all“ is in the shortcuts gallery. If you open the Shortcuts app, 
there are two tabs, library and gallery. If you’re in the gallery tab, and then 
you use the rotor to move by heading, each category is a heading. After each 
heading, there is this see all button, which presumably will let you see all 
available shortcuts in that category. I don’t think you were there however. The 
first category for me after the initial gallery heading, is great shortcuts for 
Siri. The next one is essentials. So it sounds like we are not in the same 
place and I misunderstood your original question.
