Hello Mitch, As far as I know, the only way to truly clean up your iphone is to set it up, via iTunes, as a new device. This can be a somewhat lengthy process but, during the process, the internal storage is completely wiped of all app data and fresh copies of the apps are installed.
This is just my opinion, of course.
