I have an iPhone 6S Plus and if I go to Settings > General > iPhone Storage it says for System at the very bottom 8.74 Gigabytes. My phone is a 64Gb model and at the top it says that I am using only 18.7 Gigabytes of my 64 Gigabytes. If the System takes up 8.74 GB that means I am using 9.96 for apps, here Auible uses the most storage because I have several books downloaded and it shows as 2.49 Gigabytes, Facebook is next with 540.7 Megabytes so these two apps alone take up about 3 Gigabytes of the 9.96 used by apps. I have a total of 64 apps on my phone.
