On a non-jail broken phone, restart, does nothing.  Siri just asks "so
what's next?"
It is rather amusing to say "reboot" though, she says "I don't where boots."

If you say "shut down" that just shuts down Siri, not the phone.

I'd be very surprised if you could restart the phone with a voice command
without it being jail broken.

I gave out some bad info last night
I mistakenly said that Siri would reboot your phone if you said "Reboot".
The correct phrase is apparently "restart", the other method is for
Jailbroken phones only.
