It cannot. This has been a long-standing issue for me and I am not sure if it happens so much for people who have only one language installed. I have German installed and I used to have it very often that I would open an email in the Mail app and Voiceover would switch to the German voice even though the message was not German. It used to do it a lot for the Audible daily deal messages although it seems to be better now in iOS 12.1.3 public beta. It still does it when I get messages from the Jaws private beta list, there are a number of Germans and other Europeans on it and even though they write in English Voiceover often switches to the German voice. If I try to use the language rotor I realize it is still set to the Default voice which is Samantha for me and the only work-around I found is to install another English voice and to then flick the language rotor to that other English voice, it will then read the message in that. It's a bug which has been around for years and while I have reported it nothing has ever been done about it except maybe now since as I said it seems to happen a bit less, but it's not completely fixed. It is hard to reproduce, sometimes opening a different email and going back to the offending one will change it and Voiceover will stay on English, other times it does not.
