Hello,

Try the following which should fix your problem.

Go into Settings.  Now general, Accessibility, Voiceover and you should find an 
option called Rotor Actions.  Double tap here.

You should have an option to enable editing apps on the home screen.  It is 
this option that is turned off.  Double-tap to turn it back on and you should 
be sorted.
