I think you're talking about iTunes Match, which costs $25 per year. If you get 
iTunes Match, all of your music is stored in iCloud, whether you bought it from 
the iTunes store or not, and you can download or stream it on any of your 
devices. I've used it for years, and it works really well.

Apple Music does the same thing, so if you use Apple Music, you don't need 
iTunes Match. It gives you access to most of the music in the iTunes store as 
well as making all of your music available on all of your devices. It costs $10 
per month.
