Sounds like you have raise to wake turned on. To check this, go into
settings and then display and turn off raise to wake. See if that solves
your issue.

the phone to lock the screen. With the screen locked nothing was spoken
when I would run my finger over it in the locked position, until I press the
Home button.
On my SE, I press the power button to lock the screen, and the home page
disappears, but the time, and the Slide to unlock button still speak before
I even touch the home button to unlock the phone. So, if the phone happens
to move around while in my purse it speaks the time. I find this a little
annoying.
Is there a way to prevent this?
