The other thing to check is to make sure your phone is not in fact muted, since you described the problem as if it is acting like a call coming in when the phone is muted.
The mute switch could easily get bumped if you don’t have the phone in a case, or if the case you have leaves it exposed. The case on my 8 Plus has a door I have to open to access the mute switch. I frequently bumped the mute switch On the 5S I used to have, even with a case.
