If you're talking about having your phone use wifi for calls and texts
then this is called wifi calling. If you're carrier supports it, you'll
see it in Settings -> Cellular.

I know as for myself, I am on Sprint. There is a phone number you can call to
update your I Phone signal to the nearby Cell Towers.
Also, If I don't have my cellular data enabled on my i Phone, sometimesI get
voice mails but no phone call that came in.
I use Wi Fi when home to stream content from my cloud account, TV shows etc.
