No, Apple Pay is meant to be a secure payment method hence you cannot set it up on an iPhone which is not passcode protected. I don't mention Touch Id or Face Id because for either one you still have to first set up a passcode, they are just easier ways to unlock your phone without having to enter your passcode each time, but you can't set up Touch Id or Face Id without first having a passcode hence it's really the passcode requirement which is necessary for setting up Apple Pay.
