Some iPhone apps won’t be available on the iPad, but if it is you can go to 
Settings > iTunes and App Store on your iPad and under the automatic downloads 
section enable Apps. The explanation underneath this section is:
Automatically download new purchases, including free, made on other devices.
If you want apps you purchase on your iPad to also automatically download to 
your iPhone then enable this on your iPhone as well.
If you already purchased the app then I am not sure if it will download, but I 
don’t think so. In this case simply open the app store on your iPad and 
download the app. If you don’t want to search the entire app store you can 
always tap on My account at the top under any of the tabs in the app store, 
then tab on Purchased, then on “MY Purchases” and select “Not on this iPad”. 
This will show you all the apps you purchased which are not yet downloaded to 
your iPad.
