The number of times I have had VoiceOver go quiet on me could be counted on one 
hand.
When it does, it is usually waiting for an app, not when turning on.
If an XR is doing this, then something is really out of place.
What about resetting network settings, or resetting all settings?
A hard reset is fine, but if that doesn't work, try the network and/or all 
settings reset.
