The fact that it is turned off on the iPhon e8 which has the SIM card is definitely the problem since the call comes in on it so unless this can be turned on any other device won’t be able to connect/share the call. When I tried to turn it on, I got the following error message: “FaceTime and iCloud must be signed in to the same Apple ID to enable Calls on Other Devices.” When I swiped right, it says: “Cannot Turn On Calls on Other Devices.” Both phone are under the same network and FaceTime and iCloud are signed in to the same Apple ID too. Go to Settings > Phone and make sure this is turned on (also check it on the 5S) and that both phones are signed in to the same Apple Id. I like this because if you are away from one phone and close to the other, you can answer the call on any of those phone. For the last 7 days, Iphone5S does not ring and I don’t know the reason. I reset all settings on iPhone8 a week ago, I am not sure if 5S is not ringing any more because of this reset. Yesterday, I updated both to iOS12.4 but 5S still doesn’t ring.
