So there's a way to take speaking rate out of the rotor permanently?  How does 
one do this?

You could take speaking rate out of the rotor so when you want to change the 
speaking rate, you have to go into VoiceOver Settings, speaking Rate.
Or, make sure you turn the rotor so it is not on speaking rate before swiping 
in those apps.
