That is strange. I have transferred phones to different carriers and didn’t have to reset the phone. If you lost information, it looks like they reset your phone before the transfer. Typically, it’s just a matter of turning off the phone and inserting a new Sim card. If your iCloud back up was up to date, you can possibly go back to the state where it was before the transfer and recover your information onto this device.
