I hope you have solved your problem by now, but if not, resetting all settings will fix it. When my BSI got completely messed up a couple years ago with symptoms similar to what you describe, that was the only way I found to fix it. Be forewarned that you may need sighted assistance to turn VoiceOver back on. Some have written to this list that VoiceOver eventually came back on after resetting all settings, mine did not. Siri also is disconected from the net, so it can't turn it back on, and when I hooked my phone to iTunes, it wanted me to respond on my phone that I trusted this computer, which I could not do with no VoiceOver. So, have sighted assistance backup if you need it.
