Audio Ducking is in VoiceOver, and then in Audio, I believe. I could find it, and I'm pretty sure that is where it is.

Someone else had mentioned turning on audio ducking; which would help, but also add Volume to rotor, which will allow you to control the VO volume separately from the main volume.
