They had to release IOS 13 when they did because they were also releasing
new phones, and they had to have something to put on them. I don't think
you can blame Apple for everything. Some of the fault lies with the app
developers who had adequate time to update their software and they just
didn't do it for whatever reason.

I'd have to agree. iOS 13.0 was released 9/19/19, iOS 13.1 was released
9/24/19, and now iOS 13.1.1 was released 9/27/19. I'm glad Apple is working
quickly to correct issues but I'd prefer they get the major issues resolved
before initial release. I'll bide my time a bit longer before upgrading from
iOS 12.4.1.
