I just installed the 13.1.2 update and it seems to have corrected the Exchange account updating issue. I can’t say as it fixes your notification issue since I don’t have notifications turned on for this particular account. You may want to take a look at the notifications for the specific e-mail account in question as each account can have specific notifications.
