There was a long discussion of this problem recently. Are the ones not sending by any chance Android users? It seems to be a common problem that when you send to an Android user the message says undeliverable. Some people reported that the message did go through in spite of the undeliverable message. It seems that once a message is in your message app, it will send fine in subsequent tries to that person. Also, someone said it will work if you use the send message / dictate option rather than Siri.
