While I didn't find the exact answer to this question for others wishing to reset location tracking, do the following:
1. goto settings -> general -> reset. 2. tap the reset location and privacy button. you will be prompted to enter your password. Once you enter your password you will be asked to confirm that you want to reset the location and privacy settings tap the button and all location tracking is turned off. Then when you access an app that can use location tracking you will be prompted to enable it again. Hope this helps others.
