The two finger double tap is not for selecting something.
That is the gesture to answer/hangup phone calls, or stop and start music.
So, it is doing exactly what it is supposed to do.
If you are wanting to activate something, it is a one finger double tap.
A one finger touch will put the VoiceOver cursor on that item.
