Probably it is a matter of oopinion. Ok, I understand your question really implys was it changed on purpose or an unintended result of something. It seems to me it is such a minor thing and I'm sure the accessibility team have tons and tons and tons of emails. It may not be worth everyone flooding them with emails on this little thing too. I also wonder if anyone has confirmed with someone what visually is indicated on a missed call verses an unsuccessful outgoing call. I don't know if it is an icon or a text label. If a mislabeled icon, probably really easy for them to correct.
