Hello Anna, While that certainly used to be the case in iOS 12, I don't think it applies, any longer in iOS 13.
Are you running the latest version of iOS 13? And have you accessed this control on your own device? All of the articles that I have located on the web make it clear that the control in question has been moved to yet another level of the display; meaning one has to drill down to a secondary level in order to access the control. As yet, I cannot locate this control.
