I too was frustrated by having to constantly return my rotor to Headings when on a webpage, so I took the opportunity to assign the two-finger swipe right and left to previous and next headings navigation. That way each time I'm in a position to move by headings I don't have to worry about where the rotor is pointed, I simply flick right or left with two fingers.

Prior to 13.2 VO remembered my setting and I could move by heading in safari without first have to use the rotor. Currently I run 13.2.3 and I really like iOS 13. I really like the preset/profile feature to have individual settings per app and they are automatically applied when that app is in the foreground. Apple squashed quite a few bugs in 13.2 and as I said iOS 13 now works fine for me.
