It's in Voiceover Settings. Remember you have a search box at the top of settings, if you know the name of a setting but can't remember where it is all you have to do is type its name or part of it in that search box. In this case, if you type "Always" the setting you want is the second search result. Once you find it, double tap on it and it will take you there, swipe right once and Voiceover will tell you where to find it, in this case it will say Accessibility > Voiceover.
