The Vertical bar at the bottom of screens is here to stay unless Apple listens to everyone who doesn't like it. So, write both accessibil...@apple.com and go to the www.apple.com/feedback page and fill out the feedback form.
But don't confuse the vertical bar with any particular setting as it appears all over the place. The other option is to learn to use it to get more or less of the screen into view. I have no idea if that is there for sighted users. Actually, that is from the speak selection setting. If you never want that, go to Settings, Accessibility, Spoken Content, and turn it off. In there is also the speak screen where you can have it read to you without VoiceOver. The hints/explanations are just after each item there in settings.
