A lot of voice control’s problems can be solved by saying "command mode" when 
you don’t want to dictate normally. You can still say "type <phrase>" to 
dictate what you say before you pause when Voiceover is focussed on a text 
field. I can’t find a setting in voice control settings to turn command mode on 
by default.
