I don't have the same issue, but using touch ID for things like making
app purchases doesn't work on my iPhone 8.  Apple accessibility
doesn't know why this is.  I never have to enter in my apple ID, but
my password is required for the first app purchase, then I'm password
free for the next fifteen minutes.
